ABSTRACT

Aquaculture production in Bulgaria has increased over the last decade, reaching 16 442 tonnes in 2019. Fish production has doubled in comparison with 2007, while that of mussels has increased tenfold. The Bulgarian contribution to EU aquaculture production has been increasing significantly in both volume and value over the years, making up 1.15% of the volume and 1.0% of the value of EU production in 2019. Freshwater aquaculture accounts for 78% of total production. Common carp dominates with about 29.4% (4836 t), followed by rainbow trout with 29.2% (4820 t) in 2019. The cultivation of sturgeon species and caviar production are among the most dynamically developing aquaculture segments. Mariculture in the Black Sea has increased in recent years, with the production of Mediterranean mussel reaching 2932 tonnes in 2019. An average of 405 farms operated during the period 2010-2019. Four regions (Plovdiv, Stara Zagora, Burgas and Montana) account for 50% of the total fish production. Pond aquaculture is the dominant technology used in Bulgaria, and it serves as the basis for numerous other activities, including management of fish stocks in various water bodies mainly for recreational fishing. Approximately 35 net-cage farms currently operate in bigger dams. Recirculating fish farms output made up only 0.15% of the total amount of aquaculture for the period 2010-2019. The aquaculture sector exhibited difficulties in recovering from the financial crisis of 2007-2008, manifested by a slow growth for the period 2010-2014. From 2015 to 2019 there has been a significant growth, manifested in a sharp increase of total revenue and profitability, especially among the larger enterprises in the sector, as well as an increase in the number of employees, and the labour productivity. As a result, in 2019 the registered total revenue per enterprise and total revenue per employee were more than double the respective figures for 2010. The profits of larger enterprises increased more than three times on average, but smaller entities, micro-enterprises with less than 5 employees, operated at the border line between profit and loss. The COVID-19 crisis could have lasting consequences. Despite EUR 1.2 million direct payments in the sector in 2020, there has been a significant drop in the export of aquaculture products. Consumption of fish and other aquaculture products remains low compared to those in the other EU countries.

ABSTRACT

This research determines the impacts of COVID-19 US on crawfish production and consumption for 2020 and 2021 using an Equilibrium Displacement Model. In the US, crawfish is one of the seafood commodities where most production is consumed by domestic consumers (7% of domestic consumption is from imports). Crawfish and rice are complementary. Therefore, the impacts of COVID-19 on crawfish consumption simultaneously influence rice production and crawfish producers and consumers. In the first year of COVID-19 (2020), the reduction in crawfish retail demand caused negative effects on final consumers and producers. However, crawfish consumption recovered significantly in the second year (2021), which could compensate for the loss in 2020. Overall, consumer and producer gains ranged from $549 to $626 million if the COVID-19 pandemic only impacted retail consumption. However, in 2021, the increase in production costs due to higher oil/diesel prices and other input prices caused the farm supply to decrease. As a result, total welfare gains ranged from $200 to $228 million. If the demand in 2021 did not increase, but the crawfish farm supply decreased, consumer and producer losses ranged from $929 to $1045 million. Overall, the total effects of COVID-19 on consumers and producers for 2020 and 2021 depend on its effects in 2021. If the demand in 2021 increased following the decrease in farm supply, consumers and producers would benefit from the shocks of COVID-19 due to higher post-COVID-19 demand.

ABSTRACT

Vulnerability of small-scale fisheries (SSF) results from complex interactions amongst various threats and stressors, including biophysical risks, environmental variability, unstable political situations, and weak governance, to name a few. SSF vulnerability has become more evident, with increased severity, during the COVID-19 pandemic. Knowledge about what makes SSF vulnerable is limited, which impedes appropriate policy responses and intervention. As a first step to rectifying the situation, a classification approach is proposed to better describe and differentiate types of vulnerability to SSF and to guide data collection and dissemination about SSF vulnerability. The classification system is developed based on a narrative review of case studies worldwide, published in scientific journals in the past 20 years. The case studies cover SSF in diverse aquatic environments, including river, floodplain, reservoir, river delta, lake, atoll, estuaries, lagoon mangrove, coral reefs, seagrass ecosystem, islands, coastal and marine environment. Similar to the five pillars of sustainability, SSF vulnerability is associated with five main factors, i.e., biophysical, social, economic, technological, and governance. Knowledge about SSF vulnerability helps inform tailored management strategies and policies to reduce SSF marginalization and promote viability, aligning, therefore, with the goal of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries.Copyright © 2022 Elsevier Ltd

ABSTRACT

Since its outbreak in Wuhan, China, in December 2019, the COVID-19 virus has spread worldwide with devastating social and economic impacts. This study investigated the effects of COVID-19 on the small-scale commercial fishing sector in Masvingo Province, Zimbabwe. A qualitative survey was conducted by administering unstructured, open-ended questions among the ten (10) fishing cooperatives operating in the Tugwi-Mukosi Dam. Furthermore, assessments were made on the resilience of small-scale fishers to the pandemic. Results indicated that the small-scale fishers faced challenges associated with the virus and other shocks not linked to COVID-19. The findings were summarised into five main themes, which included fear of the virus among fishers, due to anxiety and lack of information on the virus;high susceptibility to the COVID-19 virus associated with poor shelter;lack of sanitary facilities and limited access to clean water;economic hardship, which increased social uncertainty;and unconducive dam terrain for gill netting, thus leading to the need for innovative resilience-building efforts. Travel restrictions and lockdown measures introduced in response to the pandemic added to the challenges the fisheries sector was already facing throughout the country. © The Editor(s) (if applicable) and The Author(s), under exclusive license to Springer Nature Switzerland AG 2023.

ABSTRACT

Throughout 2020, according to the Spanish Ministry of Home Office, 23,023 irregular migrants reached the coasts of the Canary Islands in Spain, 757% more than the previous year. The migrants left from the coasts of West Africa, mainly from Senegal, trying to reach the nearest European Union (EU) territory. Apart from the migrants who arrived in the Canary Islands, nearly 1,500 stayed on the way, and 594 of them died drowned or of dehydration. Behind this migratory tragedy, there is a combination of factors, with three essential ones operating synergistically: climate change, which is affecting agriculture, fishing and exacerbating coastal erosion;overfishing, which is depleting regional fisheries;and the COVID-19 pandemic, which, in addition to the victims caused, has left the region without tourism, and with an economy in recession. This paper reviews these causal factors, highlighting his influence on migration and the responsibility of migrants receiving countries – especially those in the EU – for the causes of migration.

ABSTRACT

Seafood is the food group with the highest share traded, and the U.S. is the world's largest seafood importer, importing 79% of the seafood consumed. Hence, a study examining the impacts of the measures to contain COVID-19 on U.S. seafood imports will not only show how U.S. seafood availability has been affected, but will also give strong indications of how resiliently the global seafood markets have worked through the pandemic. We find that U.S. imports of seafood actually increased in 2020 and 2021, suggesting supply chains were able to adapt to potential disruptions. Moreover, for the 14 largest product forms imported to the U.S., there are no strong price movements. Given that there is a global market for most species groups, this adaption also suggests that the markets have worked quite well beyond the U.S. Hence, while there have undoubtedly been market shocks associated with the COVID-19 measures such as the reduction in demand from the restaurant sector and the increased sales in the retail sector, opportunities seem to balance out challenges, and the supply chains for seafood to the U.S. have been highly resilient.

ABSTRACT

The concepts of short agri-food supply chains and circular bioeconemy are complementary and mutually reinforcing, while they may play an important role in sustainability transitions. The elimination of middlemen and the possibilities of forward vertical integration of farmers are the key components ofshort agri-food supply chains, while bioeconomy refers to the sustainable production and use of biological resources stemming from forestry, agriculture, fisheries, and waste streams. The development of closed-loop systems where waste is converted into new resources, lies in the core of circular bioeconomy, which seeks to reduce waste and maximize resource usage. A sustainable and regenerative economy where waste is viewed as a resource and the use of finite resources is decreased is what this strategy seeks to achieve. When combined, short agri-food supply chains and circular bioeconomy can support sustainable economic growth, social advancement, and environmental protection by encouraging local manufacturing, minimizing waste, and developing innovative bio-based goods and procedures. In this article, we examine the benefits which occur in short agri-food supply when they adopt the principles of circular bioeconomy. Also, we examine how can the ideas of the circular bioeconomy be applied to short agri-food supply chains in order to minimize waste and maximize resource usage. In addition, we explore the corresponding difficulties and opportunities for creating bio-based goods and procedures in short agri-food supply chains. Last but not least, we discuss the effects of short agri-food supply chains and the circular bioeconomy on global agri-food systems and how these concepts are connected with issues at stake, such as food security and sustainability.

ABSTRACT

Globally, the COVID-19 pandemic has significantly impacted livelihood options and systems of people from all walks of life. In this study, we explored the socio-economic impacts of the pandemic on small-scale coastal fisherfolk in the Winneba community of the Central Region of Ghana. The study used quantitative data from a questionnaire survey (n = 50) and qualitative data from in-depth interviews with key stakeholders including chief fishermen, community leaders, and district members (n = 12) to examine the stated objectives. The empirical results showed that the overwhelming majority of fisherfolk are aware of COVID-19 and the risks it poses to their health with their main source of information on the pandemic being the radio. Most of the respondents reported that the COVID-19 pandemic had and continues to adversely transform their livelihood systems. Further analysis showed that their socio-economic vulnerabilities have further been worsened because of the extra financial costs incurred in the purchase of personal protective equipment such as face masks and hand sanitisers in response to COVID-19. The frequency and number of crews per fishing trip have decreased resulting in lower fish landings and decreased income. The volume of fish processing and trading activities has also decreased because of the increase in prices of fish and low patronage. Commonly mentioned local coping strategies against COVID-19 infection include drinking and bathing with seawater as well as the use of seawater as a desired enema solution for general detoxification. In response to declining fish catches, fisherfolk are resorting to illegal fishing activities and engaging in casual work like masonry and carpentry to supplement their income. The study urges relevant stakeholders to evaluate the impacts of COVID-19 on coastal fisheries' livelihoods toward designing and implementing sustainable and practical resilience-enhancing strategies. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2022.

Fisheries policy provides fundamental insights for trade lawyers. The scholar and practitioner of international trade law learns from a study of the utilization and trade of marine living resources about common dilemmas: the pressure that trade places on the sustainability of production;the constraints on consumers seeking to discriminate on the basis of ethical sensibilities;the difficulties of norms and institutions interacting with other regimes of international law;and the complexity of overlapping regional and multilateral trade governance, comprising World Trade Organization and regional trade agreements. The COVID19 pandemic adds further challenges. This chapter investigates the dilemmas in three dominant areas: (i) the negotiation of new trade rules, particularly within subsidy disciplines;(ii) the implementation of trade measures on fisheries, such as import bans for fish implicated in ‘illegal, unreported and unregulated' (IUU) fishing;and (iii) the settlement of trade disputes. Drawing on treaties, case-law and institutional developments, this chapter assesses global and regional regulation of fish production and consumption, including new developments in the blue economy, and provides insight into the role of trade law in modern international governance. © Oxford University Press 2022. ABSTRACT

The ocean holds abundant resources, but the utilization of those resources for the marine economy presents a complex and dynamic industrial situation. Exploring sustainable development in this industry is of practical value, as it involves the rational use of marine resources while protecting the environment. This study provides an innovative review of the current application status of Digital Twins Technology (DTT) in various sectors of the marine industry, including the ship-building industry (SBI), Offshore Oil and Gas Industry, marine fishery, and marine energy industry. The findings reveal that DTT offers robust support for full life cycle management (LCM) in SBI, including digital design, intelligent processing, operation, and error management. Furthermore, this work delves into the challenges and prospects of DTT application in the marine industry, aiming to provide reference and direction for intelligent systems in the industry and guide the rational development and utilization of marine resources in the future.

ABSTRACT

First, this paper defines the definition and classification of recreational fishery. Second, the paper analyzes the present situation of recreational fishery from production scale, growth rate, proportion of annual output value of fishery and industrial structure, then discusses the development opportunities of recreational fishery in terms of policy, economy, culture and technology. Third, the paper analyzes the problem of recreational fishery in terms of the talent, the ability to bear risk, the influence of COVID-19. Finally, the paper discusses the high quality development mode of recreational fishery in China against the background of industrial integration. The research showed:the production scale of recreational fishery increased, the growth rate of recreational fishery declined but higher than the annual output growth rate of the total annual output of the fishery, proportion of annual output value of fishery increased steadily, and the structure of recreational fishery developed steadily, guided by recreational fishing and collecting industry and tourism-oriented recreational fishery, supplemented by fishing tackle, bait ornamental fish, fishery medicine, aquatic equipment, other related industries, ornamental fish industry developed rapidly. At present, recreational fisheries has a series of opportunities such as self-advantages, government policy support, good external economic environment and cultural environment, good facilities and technology. At the same time, recreational fishery facing a series of challenges such as shortage of talents, the ability to bear risk is limited and the shock of COVID-19. Finally, The paper proposes the three-dimensional mode of recreational fishery developing in high quality based on industrial convergence to promote the long-term, steady and high-quality development of recreational fishery.

ABSTRACT

The volume and value of fish catches by Indonesia's small-scale fisheries have declined significantly since national government restrictions on travel and social distancing were imposed in response to the COVID-19 pandemic. Using a digital data collection system (OurFish), that records purchases by fish traders from small-scale fishers, data was collected across 82 coastal communities in Southeast Sulawesi. We found that the number of active fishers and traders declined by more than 90% after the onset of the pandemic and the average weight of catch per fishing trip increased across fishers. Although the average price per kilogram of fish declined after the pandemic began, fishers that were able to maintain fishing had on average higher catches and therefore daily catch value was maintained. High value fisheries that usually enter export supply chains were more negatively impacted compared with lower value species that are commonly sold to local markets. We interviewed 185 small scale fishers and fish traders across 20 of the 82 communities in Southeast Sulawesi province, recording the perceived level of impact on local fisheries and the fish trade, causes of this impact and proposed coping strategies. Over 50% of both fishers and fish traders believed low demand for fish from traders and a decline in the price received for fish were disrupting their lives. Approximately 75% of both male and female fishers are coping by continuing to fish, highlighting that there were few alternative livelihoods available at the time of the interviews. Our results provide key insights into the vulnerability of small-scale fishing communities to impacts of the COVID-19 pandemic.

ABSTRACT

By considering the economic and social contribution of Senegalese artisanal fisheries to the national economy, this study firstly provides elements of analysis of the disruptions caused by the coronavirus pandemic in the fishing sector. Secondly, it lifts the veil on the adaptation strategies of the actors concerned. The field surveys reveal that the response measures of the authorities have affected the production, distribution, and marketing chains of fisheries products. The results show a remarkable decrease in landings. The landings of pelagic fish species in Ouakam, Hann, Soumbédioune, and Mbour fishing ports have decreased by −10.11%, −61.25%, −9.75%, and −18.98% proportionately. The same downward trend for demersal fish species was observed, except in Ouakam fishing port. The landing increased slightly to 29.28%. Also, significant income losses have been reported, particularly by fish traders, following the closure of the air borders and the decrease in the selling prices of species formerly destined for export. Thus, faced with this problem, the artisanal fishermen have developed site-specific strategies to continue their activities, which have slowed down. However, this pandemic has paralyzed artisanal fisheries activities, demonstrating the need for this study to strengthen the economic resilience of the sector.

The Scientific Advisory Committee on Aquaculture (CAQ) of the General Fisheries Commission for the Mediterranean (GFCM) held its twelfth session in hybrid mode, in Casablanca, Morocco and online from 7-9 June 2022. The session was attended by delegates from 18 contracting parties, three cooperating non-contracting parties, one observer, as well as representatives of the FAO Fisheries and Aquaculture Division, the GFCM Secretariat and invited experts. During the session, the Committee reviewed the work carried out during the 2019-2022 intersession, including within the framework of the GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and the Black Sea (GFCM 2030 Strategy) and in light of the COVID-19 pandemic, and provided advice on priorities in the field of aquaculture management and research.

ABSTRACT

The 2020 FAO Vigo Dialogue focused on promoting human and labour rights to ensure better social practices along fisheries and aquaculture value chains, including emphasizing social problems associated with the COVID-19 pandemic. The main issues and challenges that the sector is facing were discussed and identified. The Dialogue raised awareness of the situation faced by fish workers and the industry due to the pandemic, and allowed FAO to collaborate with relevant stakeholders by providing a clear outline of the significant challenges on social issues in fisheries and aquaculture value chains.

ABSTRACT

The Scientific Advisory Committee on Fisheries (SAC) of the General Fisheries Commission for the Mediterranean (GFCM) held its twenty-second session online, from 22 to 25 June 2021. The session was attended by delegates from 19 Mediterranean contracting parties, 11 observers, as well as representatives of the Food and Agriculture Organization of the United Nations (FAO) Fisheries Division, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2019-2021 intersession, including within the framework of the mid-term strategy (2017-2020) towards the sustainability of Mediterranean and Black Sea fisheries and in light of the COVID-19 pandemic, and provided advice on status of priority stocks and ecosystems and on potential management measures addressing key fisheries and vulnerable species in the Mediterranean. In line with the subregional approach, the Committee formulated advice focusing on: (i) small pelagic and priority demersal fisheries in the Adriatic Sea;(ii) common dolphinfish and blackspot seabream fisheries in the western Mediterranean;(iii) small pelagic and bottom trawl fisheries exploiting demersal stocks, particularly European hake, in the central Mediterranean;(iv) deep-water red shrimp fisheries in the eastern-central Mediterranean, including their interactions with vulnerable marine ecosystems;and (v) round sardinella in the eastern Mediterranean. The Committee also agreed on the technical soundness of three FRA proposals for the Bari Canyon, the Ebro Delta margin and the Palmahim Disturbance, to be submitted to the Commission. At the regional level, the Committee provided advice on the following: (i) fishing technology and bycatch, including minimal technical specifications for bottom-trawl nets and the need for targeted pilot projects to investigate possible mitigation measures;(ii) data call for the database on sensitive benthic habitats and species and other effective area-based conservation measures for the protection of vulnerable marine ecosystems and essential fish habitats;and (iii) advances in the adaptation strategy for climate change. Furthermore, the Committee discussed additional work in support of the GFCM, namely the implementation of the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea, dedicated research programmes as well as other activities to enhance fisheries management in the region. Finally, the Committee agreed upon its work plan for 2021-2023.

ABSTRACT

Conflicts across the globe affect food security and also have a heavy toll on food safety. Many of the areas affected by conflict are breadbaskets for multiple countries. When the production of staple crops is compromised by diverse conflicts, it becomes necessary to grow them somewhere else to satisfy local, regional, and/or international requirements. However, if that production is done in tropical and subtropical zones, it must be done incorporating strategies to prevent mycotoxin contamination, which has negative health, social, and economic impacts. Otherwise, increased production of susceptible crops in mycotoxin-prone areas may augment the already occurring negative impacts, which are severe in the global south.

ABSTRACT

The study ascertained the relationship between aquaculture production and greenhouse gas (GHG) emissions in South Africa. The study used the Autoregressive Distributed Lag—Error Correction Model (ARDL-VECM) with time series data between 1990 and 2020. The results showed that the mean annual aquaculture production, GHG emissions, and Gross Domestic Product (GDP) in the period were 5200 tonnes, 412 tonnes, and US$447 billion, respectively. There was a long-run relationship between GHG emissions and GDP. In the short run, GHG emissions had a positive relationship with GDP and a negative relationship with beef production. Furthermore, there was a bi-directional relationship between aquaculture production and GHG emissions. In addition, beef production and GDP had a bi-directional relationship. Beef production also had a positive relationship with aquaculture production. The study concludes that aquaculture production is affected and tends to affect GHG emissions. Aquaculture legislation should consider GHG emissions in South Africa and promote sustainable production techniques.

ABSTRACT

UNSC debate on the maritime security-initiated discussion on response and reaction plan not only for particular countries and regions overall. The Eastern part of the Indian Ocean (IO) has been a boiling cauldron due to the race of maritime hegemony, maritime alliances for economic cum security dimensions and choking important points of maritime trade in crisis. The outbreak of Covid heavily restricted global supply chains. Security cooperation should focus on 'reassurance' rather than 'deterrence' to create the desired security order in which multilateral frameworks may be formed. In this scenario, security interactions would help nation-states converge their national interests and minimize a zero-sum security situation. UNSC debate on maritime security demands for cooperative security approach through a framework of likeminded states. Pakistan foresees this debate as an increasing challenge by constructing the role of the Pakistan Navy to perform and ensure its capacities for maritime security in the long run. The paper presents the response to Indian Duplicities in the wake of the Russian proposal for maritime security management at UNSC in 2021. Strategic analysis with qualitative research method and exploratory approach is adopted in this research with pertinent and feasible findings.
